从“96·8”洪水看山东黄河防洪

The Yellow River Flood protection in Shandong Province Under Consideration of “96·8”Flood

本文从黄河“96·8”洪水水位表现高、传播速度慢、出险次数多等特点，分析了山东黄河防洪工程薄弱，河道淤积萎缩、排洪能力下降，东平湖老湖退水入黄困难、调洪能力下降，防汛抢险技术落后等问题。并提出了加强黄河洪水演进规律研究，深入探讨工程防洪标准，完善各类防洪预案，解决东平湖退水等防洪对策。

Some problems as the weak Yellow River flood protection project system in Shandong province, river channel shrinking by siltation, flood transferring capacity decrease, backward flood protection and emergency rushing techniques, and the old Dongping lake with difficulty to deliver water back to the Yellow River and decreasing capacity for regulation of flood and others are analyzed in the paper on the basis of some characteristics of '96·8' flood, such as high water level, slow transferring speed, and many dangers and so on. The corresponding treatments have been suggested as following:strengthen the study on the law of the Vllow River flood transmission, research deeply on flood protection standard of proects, improve and complete every flood protection plans, and settle the water delivery back from the Dongping lake.
