论汉代私兵器与社会治安

On Private Weapon of Han Dynasty and the Social Public Security

汉代法律承认绝大多数民众持有私兵器的合法性,因此汉代民众广泛持有私兵器。但笔者认为,汉代私兵器的广泛存在并不是影响汉代社会治安稳定的主要原因。仅就汉代社会治安来讲,汉代民众持有私兵器之风与汉代社会治安稳定与否没有必然联系,真正影响汉代社会治安稳定的症结当另有所在。归根结底破坏汉代社会治安以及制造社会治安问题的主要是统治阶级本身,汉代专制主义皇权思想又是问题的关键。

The owning of private weapon was permitted to legalize by the law of Han Dynasty. So the masses have private weapon largely. But the author thinks, it is not the main reason that the largely existence of the private weapons have an effect on the social public security. The custom of keeping private weapons doesn＇t have any inevitable connection with the social public security of the Han Dynasty, the really crux of the affection of the social public security lies in another way. In the final analysis, the reason of breaking the social public security and creating the problem of the social public security mainly due to the govern class itself, and the absolutism of emperor is also the crux of the problem.
