This paper gave the concept of urban science and technology innovation system, analyzed its composing and put forward the tactics for local government to promote constructing urban science and technology innovation system, which were to set up a committee to promote science and technology innovation, a management system to serve the urban science and technology innovation, a support system to develop urban science and technology innovation and service system for urban science and technology innovation.
