摘要
在社会转型、加入WTO以及电子政务推行环境下,如何推进行政文化创新、提高电子政务实施效果成为许多政府部门遇到的关键问题。既往的研究忽视了电子政务对于行政文化的影响方式,本文结合Dorothy提出的IT-文化冲突理论,给出了电子政务与行政文化在系统冲突、远景冲突以及贡献冲突作用下相互影响、促进改变的模式。这种作用方式的揭示有助于在电子政务与行政文化变革过程中,针对不同阶段,设计对应措施,提高实施的成功率。
In the context of social transformation, the entry to the WTO and the introduction of e-governance, one of the key problems many Government Sectors face is how to promote the innovation of public administration culture and to improve the effects of e-governance. In the past, the influences of e-governance on public administration culture are usually over-looked. According to the theory of IT-Culture conflict put forward by Dorothy, the paper points out the interactive ways between e-governance and public administration cuhure in the conflicts of system, vision and contribution. The revelation may help people take corresponding measures in different phases during the changing process between e-governance and public administration culture to improve the effects.
