Transfering in Phases and Transforming in Pattern:the Difficulties and Countermeasures in the Development of Wenzhou Regional Economy and Society

温州经济社会的发展在工业化初期取得了瞩目的成效,随着经济社会发展阶段的转型和改革开放的推进,这一发展路径已经越来越将温州区域经济和社会推向一个"边缘化"的尴尬境地。为此必须顺应产品市场消费结构调整要求,抓住国际产业转移机遇,加快构建产业新体系和推进产业结构调整;顺应都市经济圈战略的要求,抓住区位格局和区位优势转换机遇,强化中心城市的集聚功能和辐射作用,推进城市群框架整合和加快城市化进程;顺应市场经济体制阶段转型要求,抓住经济发展模式转换机遇,加强政府管理体制和职能创新力度,推进现代市场经济体制建设。

Wenzhou has accomplished remarkable development in economy and society during the first stage of industrialization with its specific mode. But this development mode has become a dominating factor pushing Wenzhou towards margin of the tideway in new stage of Chinese transformation and reformation. As the countermeasures, the local government must mend it’s pace on : 1)Adjusting regional industrial structures acclimatizing to the changing of consumption structures and transferring of international industries; 2) reconstructing regional framework of towns and cities, and enhancing its metropolis to implement the strategy of metropolitan economy; 3) innovating administration system and improving governmental function to drive the stage-transit of market economical system.
