冷战结束后,社会主义国家的意识形态、民族文化和价值观念等受到资本主义国家文化的侵蚀,社会主义国家应保持冷静清醒的头脑,制定正确的战略目标,建立文化安全体制以维护国家文化安全。发展中国家的本土文化、文化主权等遭到发达资本主义国家文化的严重侵蚀,他们采取保护民族语言、加强对外来文化的管理及彼此间的合作等措施来保护本国文化安全。除美国外的发达资本主义国家通过发展、推广本国文化及文化产品来抵制美国文化的威胁。

Ideology, national culture and value ideas of the socialist countries are invaded by the culture of the capitalist countries after the Cold War. The socialist countries should keep clear mind, make stratagic goals and build cultural security systems in order to maintain the national cultural security. The developed countries are threatening the local culture, national spirit and cultural sovereignties of the developing countries. The devel- oping countries are striving to safeguard their culture by protecting national language, strengthening the manage- ment to the extraneous culture and the cooperation each other. The developed countries except America are rejecting the disadvantageous influence from the American culture by developing and extending their own cultures and cultural products.
