论公有域、公共危机与公民德性——太湖“蓝藻”爆发的理性反思

On Public Field, Public Crisis and Citizens' Virtues——Rational Rethinking on Explosion of "Blue Algae" in Taihu Lake

太湖"蓝藻"爆发传递着一种信息,富庶之地、鱼米之乡因公有域被过度利用,随时可能演化为公共危机。公共危机出现时,公民在焦虑状态中习惯于依靠政府解救危机,应该承认政府作为履行"执政为民"的公共行政职能也全力以赴为百姓解危脱困。但作为公民,我们在遭遇危机之后,有必要认真反思何以会在我们的身边发生危机?应该清醒意识到,公民德性的健全和完善才是防范公共危机的根本之路。

From the explosion of ＂Blue Algae＂ in Taihu Lake, we can conclude that public crises will emerge from the rich and popular place and a land flowing with milk and honey at any time. When the crises arise, citizens are accustomed to sitting on and waiting for the Government＇s aids. Although we acknowledge that one of the Government＇s administrative functions is to help its people cast off deep end, yet as citizens, we should take these crises into consideration seriously. We must realize that the completion and perfection of citizens＇ virtues is the prime measure of prevention public crises.
