民国时期乡村基层教育督导被誉为教育机关的耳目和喉舌,对教育的兴废改革起着较大的影响。民国乡村基层教育督导工作面临着许多实际问题,地方不靖、经费不足、交通食宿不便、名额不足、职责范围太广等诸多现实困难,使得基层教育督导难以取得预期效果。

The supervision of the basic level education in the period of Republic was regarded as ears, eyes and mouthpiece of educational organization and it has played a great role in the establishment, abolishment and reformation of education. But many practical difficulties such as chaos of country, shortage of funds, troubles of boarding and lodging, inadequacy of staffs, too wide scope of duty, made the supervision of the basic level education difficult to achieve expectable effect.
