摘要
近期有关加工贸易的政策调整相对比较频繁,这已引起了很多加工贸易企业的关注:政策调整信号如何理解?加工贸易未来的发展方向是什么?本文集中分析了加工贸易要不要发展,转型升级的障碍,以及未来政策调整的方向。本文认为,近期政策调整的信号可以概括为限制与发展,限制是为了更好的发展;无论是将加工贸易理解为保税监管的贸易形式,还是理解为国际生产分工的实现方式,当前阶段加工贸易发展的大格局不会改变。
Recently,the policies concerning proessing trade have been frequently adjusted,wthich attracts attention of many enterprises engaging in processing trade.How to comprehend the signal of policy adjustment？What＇s the development trend of processing trade？In answer to these questions,this article focuses on the analysis of whether processing trade should develop,obstacles to its transformation and upgrading,as well as the trend of policy adjustment may be summarized as limitation and development;limitation is for the purpose of better development;no matter whether processing trade is regarded as the trade form of supervision over bonded goods,or the way to achieve international division of production,the overall development of processing trade will not change at the current stage
