摘要
当今,随着全球经济的迅速发展,人力资源已成为企业发展的第一资源。它是企业的财富,亦是推动企业向前发展的动力。因此,如何在企业中营造一种尊重知识、尊重人才的良好氛围,合理开发人才资源,建立能上能下、能进能出、有效激励、严格监督、竞争择优、充满活力的机制,已成为企业发展的一项重要课题。笔者在多年从事人力资源管理工作的基础上指出,人力资源的开发应用与储备,在整个人力资源管理活动中占有一席重要的地位,是各项具体人力资源管理活动的起点和依据。企业应把对人才的培养视为企业的创业之本、竞争之本、发展之本,以独特的人才招聘战略来"筑巢引凤",使企业成为充满盎然生机的、优秀人才济济的聚集地。
At present, along with fast development of global economy, human resources become the most important resources for the development of an enterprise. It is the fortune and also a dynamic force to drive an enterprise forward. That is why to create a nice atmosphere of respecting knowledge and talents, to rationally develop and utilize human resource and to establish an effective, competitive, supervision and active mechanism, i. e. for all able both to be an official and a citizen, already became the first importance for the development of the enterprise.
Basing on years experiences in human resources work, we can say the development and reserve of talents are the starting point and also the basis to implement human resources management and activities. Training and cultivation of talents shall be the foundation stone for building a business, for competition in the market and for sustained prosperity of an enterprise, and affering necessary facilities to attract people of talent can make an enterprise full of vitality and be an attractive and get - to-gether land of talented people.
