Strategy to Treat the Root: "More Enterprises for More Employment"

党的十七大报告首次提出要"以创业带动就业",在现阶段,社会主义市场经济体制已经初步建立,但影响发展的体制机制障碍依然存在。2004年以来,我国的经济自由度有了很大的提高,但世界排名依然偏低。经济自由度指数与小企业的生存状况有很强的相关性,分值越低表示创业环境越宽松。小企业是扩大就业规模的重要渠道,对社会来说,只有小企业顺利成长,就业矛盾才有望缓和。针对我国小企业创业中面临的一些问题,本文对如何改善小企业创业环境提出了若干对策。

For the first time, the Party’s 17th report proposed to boost employment by entrepreneur building. In the present stage, the socialist market economy has been preliminarily established. However, systematic obstacles that impede development still exist. Since 2004, though the economic degree of freedom has been greatly raised, the rank in the world is still low. The index of economic degree of freedom is closely related to the survival states of the small-sized enterprises. A higher degree of freedom indicates a more favorable environment for enterprises. Small enterprises are important channels of employment. Their smooth growth can greatly release the serious employment states. This paper has proposed a few countermeasures for improving environments for enterprises building.
