This paper analyzes some harm to the tourism healthy development in our country,such as the Chain Debts, Lowpriced and out-of-order competition, etc, ;The operation of Dali tourism ＂IC card＂ applying system, which is a new mode of tourism management and administration, has efficiently solved these problems ,and has promoted the local tourism development in the canonical and healthy route, Based on the studies of the reasons why Dali tourism ＂IC card＂mode succeedes and which problems exist in this system, the author expects to provide favorable reference for the whole national tourism.
