On the Economic Efficiency and Consumer Welfare Conflict ——From the View of Universal Service Obligation in Telecommunications Industry

经济效率与消费者福利虽然在整体上是趋于一致的,但是两者也存在不同程度的冲突。这个可以从我国电信行业的普遍服务方面得到证实。价值观的差异与利益多元化是造成两者冲突的重要原因。发达国家是通过确立普遍服务原则与建立电信普遍服务基金制度来解决两者在该领域冲突的,这对我国具有非常重要的借鉴意义。

Mthough the economic efficiency and consumer welfare are consistent in value, there are also conflict in some degree between them. This can be confirmed by our country＇s universal service obligation in telecommunications. The difference of values between them and interests pluralism are the result of conflict. The developed countries resolve the conflicts in the area through the establishment of the universal service obligation and the establishment of universal service fund system . It is worth of learning from the developed countries in this field.
