科技情报行业定位和核心业务探讨

A Discussion on the Position and the Core Professional Work of S＆T Information Industry

在建设创新型国家战略的实施中，科技情报工作的地位和作用将更加重要，为此必须正确认识和解决体制和业务的定位问题，面向未来的竞争，培养其核心业务。本文认为，科技情报机构应当定位为公益性服务的研究机构，其业务内容可以沿着三条主线、两个层次展开。三条主线，一是为政府和决策部门提供战略情报研究服务和决策、管理辅助服务；二是进行科技情报资源平台建设；三是利用自身优势，参与市场竞争。两个层次，一是研究人才和研究能力的建设；二是技术人才和资源、服务体系的建设。信息资源与服务平台建设、高层次情报研究、科研项目／成果的管理和服务、科技型文化产业，则是培养未来核心业务的着力点。

In the strategic implementation of constructing the innovative nation, the position and role of S＆T information work are more and more important. Oriented to the future competition, the system and position of professional work must be correctly recognized and solved. The paper holds that the S＆T information institutions should be positioned as the public welfare service research institutions. The content of professional work would be developed along three main lines and two levels. Three main lines are：providing the strategic information research, decision-making and auxiliary management service for government and decision-making departments; carrying out the construction of S＆T information resources platform; using the self superiority, participating in the competition. Two levels are ： the fostering of research talent and research capability; the construction of technical talent, resources and service system. The construction of information resources and service platform, the high level of information research, the scientific research projects/achievements management and service, the S＆T type of cultural industry are the key points of fostering the future core professional work.
