高等教育规模的迅速扩大,要求高等学校必须建立有效的内部教学质量监控系统。作者结合高等学校工作实际论述了有效的教学质量监控系统必须以科学的理论研究为基础,明确教学管理工作流程,构建教学质量监控系统结构,建立合理的监控组织并完善配套制度与办法,建立层级结合、上下贯通的质量监控机制,从而形成全员参与、全程管理的教学质量监控系统。

The large-scale expansion of higher education requires that the institutions of higher learning build up an effective internal teaching quality monitoring system. In light of the reality of work in institutions of higher learning it is stated that the effective teaching quality monitoring system must be based on scientific research on related theories, definite teaching management process, build up a corresponding system framework, set up the right monitoring organizations and perfect the supporting systems and methods, build up an operating mechanism of quality control with colose hierarchies and unhindered coherences, and thus construct a teaching quality monitoring system with all-members participation, and whole course management.
