上海大气环境的二氧化硫削减战略研究

Study on the Strategy of Decreasing Atmospheric Environmental SO_2 in Shanghai

从上海环境保护总目标和国家实施污染排放总量控制要求的角度,分析了上海在未来发展中对能源的需求和由此所可能带来的大气环境问题。提出了要从根本上提高大气环境质量,必须实施二氧化硫削减的战略,其中包括加快能源结构的调整和改善,实施燃煤脱硫和工业合理布局相结合的重大措施,采取法律、政策、行政和经济手段,对本市二氧化硫污染进行严格地控制,力争到2010年大气环境质量得到根本改善。

From the standpoint of general target of Shanghai environmental protection and national requirement of implementing emission total amount control, to analyze the future energy demand and the atmospheric environmental problems may bring about in Shanghai, and put forward that in order to improve the atmospheric environmental quality thoroughly, strategy of decreasing SO2 should be implemented, including rapid regulation and amelioration of energy structure, combination of implementing burning coal desulfurization with rational layout of industries, adopting legal, policy, administrative and economic measures to control SO2 pollution strictly, and sparing no effort to achieve fundamental amelioration the atmospheric environmental quality in the year of 2010.
