随着中国工业化进程的加快,资源型城市经济转型问题日益严峻。以中国可持续发展战略为指导,在对盘锦核心可持续发展能力的阶段识别基础上,结合盘锦其他可持续利用的资源——沿海优势,提出盘锦在经济转型的过程中应该实施可持续性的油转海战略。

In pace with the course of industry in China speeding up, the problem about the resources city economy transformation becomes severe day by day. This thesis guides by sustained developing strategy in China ,bases on stages distinguishing about core ability of sustained developing of Panjin, combines other sustained developing resources coastal superiority,puts forward that Panjin should implement sustained strategy from oil to sea in the course of economic transform.
