完善我国建设用地扩张监控措施的建议

Advice on supervised countermeasure of built-up land expansion in China

针对我国土地资源相对匮乏的情况,分析了建设用地的扩张过程中引发的耕地数量减少、耕地质量下降以及农民失地等问题。建议从完善建设用地的监控机制、完善征地机制、完善建设用地的规划许可制度等方面,来完善建设用地扩张监控措施。

China is a country which has relatively scarce land resource. This paper analyzes some problems caused by built-up land expansion, such as cultivated land reduced, the quality of cultivated land descended, and farmers lost cultivated land, and so on. It is very important to supervise the built-up land expansion. The methods of resolving the problems are obtained through improving mechanism of the built-up land and admission rule to perfect the institution of land acquisition.
