中国环境标准中铜含量的要求高于国际,如欧、美、日等发达国家,但我们的成效却远远落后于这些国家,偷排、转嫁污染源在PCB行业盛行。制定切实可行的排放标准,避免法律严、执行力低的不良恶果,鼓励企业采用洁净生产技术,从而达到工业发展与环境保护双赢的目的。

The copper discharge requirements in Chinese environmental standard are higher than others foreign developed countries like Europe, America, Japan, etc., but the environmental quality is poor than them. Some PCB manufacturers discharge waste water covertly against environmentalist, and some PCB manufacturers sale waste water to another party, it can cause second pollution of environment. In order to put an end to higher requirement and lower executing, constitute an appropriate law, and encourage cleaning production technology application, to make sure industry developing and environment protecting at same time.
