利用民航“客改货”新增运力提高我军空运保障能力

我军航空运力中大型货运机所占比例过小,货运能力严重不足,无法满足高技术条件下战时的运力需求。为实现战时军事物资、装备的快速输送,可考虑发挥民航运力的后备作用,利用民机改装后形成的新增运力来满足军运需求。改装后的货机平时依旧参与地方货运业务,军队在有必要时依法征用,进行装备物资的运输,这样的做法对于缓解军航货运的紧张局面既存在必要性,同时也具备可行性。

Now the large and medium-sized cargo-transport planes only occupy a small proportion of our military air transport force, as a result of which there is a serious shortage of military air transport capacity in our army and our current military air transport capacity can not meet the needs of military air transport in modern technical war. In order to satisfy the needs of quick transport in wartime, we have to consider making full use of the air transport capacity of civilian planes, which will greatly enhance our air transport capacity to meet the military needs in certain cases. These converted cargo planes can still be used by the aviation enterprises in peace time, and can also be used by the army according to law when it is necessary. The use of these converted cargo planes is both necessary and feasible, as it can relax the tension in military air transport capacity.
