The writer clarifies the theory of political system, legal theory, and hypothesis of civil right in the first place, and describes the comparative study of democracy, monarchy, national election of presidency by Wu Tingfang. Furthermore, the writer compares Wu Tingfang＇s hypothesis of rule by law with Shen Jiaben＇s viewpoints. In addition, Wu Tingfang＇s thoughts are compared with those of Sun Yatsen＇s, so as to determine the level of his acceptance of the modern civil rights.
