The traditional way to conduct the English reading and writing courses both at four-year university and three-year technical college is clearly separating the two without purposeful coordination in the between. Therefore, this article is designed to suggest what is called I-I-S-C teaching mode, which is highlighted with the logical fusion of reading with writing, promoting them going hand in hand. I-I-S-C is symbolic of four steps of the process： introduction through experience, intensive case study, simulated writing, and consolidation. The mode is particularly helpful for technical college students in that it is tailored to the needs and interests of individual learners, that students are motivated to display their initiatives as positive participants, and that they are encouraged to work in groups to cultivate team spirit. The article elaborates on the application of this mode to the secretary program for English majors at technical college.
