安全观的发展变化同安全理论的发展有着密切的关联。中国政府的安全观从旧的具有"冷战思维"的安全观转变到以"互信、互利、平等、协作"为核心内容的"新安全观"。美国政府的安全观也从单一的以军事联盟保卫本国的"绝对安全"转变到以军事联盟为主,以地区安全合作为辅的安全观。中美两国的国家安全观有着明显的差异,而这种差异对中美相互对外政策的制定有着直接深刻的影响。
