公路占地对农业生产的影响及对策

Impact of land occupation on agriculture production and counter measures of highway construction

为减少公路建设占地,合理利用土地,实现公路建设、土地资源、自然环境的协调发展,通过调研方法分析公路建设占地对沿线农业生产的影响,研究避免或减缓公路建设影响的对策。分析认为:应从公路规划、设计、施工和农业结构调整等角度,提出强化公路占地环境影响评价,平原区尽量降低路基高度,山岭重丘区适当提高线位高度,因地制宜地分段采用不同设计技术指标、或选用避险车道设计方案、充分利用公众参与减少临时占地,严格临时占地复耕和农田灌溉系统恢复等缓解措施。

In order to avoid or alleviate impact on land occupation of highway construction, use land rationally and achieve the coordination development of highway construction, land resources and natural environment, the authors analyzed the negative impact of land occupation on agriculture production and researched into the measures to avoid or mitigate the impact of highway construction according to survey and contrasting. From the aspects of highway plan, design, construction and agriculture structure readjustment, the authors propose the measurements to mitigation the damages： strengthen the land occupation in environmental impact approisal, decrease the height of embankment in plain terrain, increase the position of route in .hill terrain, select proper technological index for different road section, design the danger-avoid roadway, take full use of public participation to decrease the temporary land occupation, ensure the implementation of temporary land occupation and farmland irrigation restoring.
