摘要
在权力的运行过程中,实现权利和责任的统一是引咎辞职的政治学基础。官员因工作失误、失职造成重大损失或恶劣影响,要承担领导责任和道德责任是引咎辞职的理论依据。从具体缘由来看,发生重大责任事故是触发引咎辞职的惯常缘由。另外,无所作为、违反道德规范、言论失当等也是引咎辞职的触发缘由。
In the process of the power operation, the unification of rights and responsibility is the political foundation of taking the blame and resigning. Because of their mistakes in their positions, officials caused great lost and brought about bad influence and they must take the blame of leading resposibility and moral responsibility, which are the theoretical ground for taking the blame and resigning. In the concrete causes, great duty accident is the usual cause of taking the blame and resigning. Besides, attempting nothing, violating moral rules and unproper expressions are also causes of taking the blame and resigning.
