摘要
借鉴战略管理和多目标决策理论,首先提出了定性与定量方法相结合的开发类科研院所转制模式评价与选择三阶段模型;其次,探讨了其转制模式定性初选思路;再次,在提出其转制模式适用性评价指标体系的基础上,设计出了选择模型中基于适用性评价的转制模式定量筛选方案;然后,在确定出其转制模式可行性和可接受性评价指标体系的基础上,运用ELECTRE排序法,分别探讨了选择模型中基于可行性和可接受性评价的转制模式定量优选方案。论文结合某一开发类科研院所的实际,进行了转制模式选择实证研究,形成了其转制模式选择结果和实施建议。
Learning from strategy management theory and multi - objective decision making theory, a model evaluating and selecting transformation patterns for development - type institutes is put forward. The selection thought way of transformation patterns is discussesed. And based on giving the applicability evaluation index system of transformation patterns, the quantitative selection scheme in the selection model based on applicability evaluation for transformation patterns is designed. Based on confirming the feasibility and acceptability evaluation index system, applying ELECTRE sequence method, the quantitative optimization scheme of transformation patterns based on feasibility and acceptability evaluation is explored. Finally, in order to make the demonstration, a certain institute for example is taken and the selection results and suggestions of transformation patterns are given.
