摘要
目的了解在训聋儿个体直接康复成本,为政府制定社会保障救助体系提供决策依据。方法采用中国聋儿康复研究中心2005年制定的"聋儿康复现状调查问卷",结合访谈法对安徽省残疾人康复研究中心在训的40名聋儿进行了调查,收回有效问卷31份。调查内容包括聋儿家庭基本经济情况、助听器配戴情况及康复训练情况等内容。结果聋儿家庭年经济收入普遍低于全省平均水平;在训聋儿个体直接康复成本偏高;大部分聋儿选配了合适的助听器,语言训练效果显著。讨论政府应保护聋儿家长的康复积极性,建立社会救助体系,降低在训聋儿个体直接康复成本支出,提高康复效率,促进社会和谐发展。
Objective To conduct a cost analysis of the provision of the rehabilitative services for hearing-impaired children at an individual level so that the related governmental agencies and social welfare institutions can reach well-educated decisions in terms of financial and political support at provincial levels. Methods "The Survey on the Status Quo of the Hearing-impaired Children's Rehabilitation", a questionnaire developed by the Chinese Rehabilitation and Research Center for Deaf Children in 2005, was selected as a main research instrument. This survey collected data on the basic financial conditions of the family, the conditions of hearing aid use, and the results of rehabilitation training, etc. Subjects were 31 hearing-impaired children from the Anhui Provincial Rehabilitation and Research Center for Disabled People. Results The incomes of the families studied were below the provincial average level. As a result, the direct cost for the individual rehabilitation was somewhat higher. However, in spite of the inadequate financial abilities, most subjects have achieved significant progress in their speech training based on the appropriate use of hearing aids. Discussien We should encourage the positive attitude of the parents towards rehabilitation for their children. At the same time, proper social welfare and governmental support system should be established so that the financial burden of the individual family can be shared through social involvement. This will improve the efficiency of the use of the present resources allocated to this service and furthermore improve the effectiveness of the rehabilitation for the children.
