摘要
提出农村卫生资源和农民健康需求矛盾突出和政府在体系建设中的功能弱化是农村医疗卫生系统的行为特征,并分析了系统行为的运行机制,最后提出了改进意见和政策建议。
The behavior characters of rural health delivery system were analyzed in this paper, as outstanding conflict in health resources and health demand, and feeble function of government in the construction of the system. With logic analysis method, the operational mechanism of the system behavior was analyzed and the corresponding policy advices were given.
