公务员创造力开发在创新型国家建设中意义重大。通过使用创意态度、创造氛围等量表,对省直机关公务员创造力作了初步调查,结果显示机关公务员创造力呈创意态度和创新行为"两高"以及创意生活经验和创造氛围水平"两低"特征;机关公务员创造力一定程度受性别、年龄、知识经验等因素影响;创造氛围与机关公务员创意生活经验、创造行为呈显著正相关。对机关公务员创造力进行了分析,提出了机关公务员创造力开发对策建议。

Government functionaries＇ creativities are of great significance in constructing an innovationoriented country. By way of the scaling surveys including creative attitude/atmosphere, which were made to the Liaoning provincial government functionaries, a conclusion was preliminarily drawn that their Creative attitude and innovative behavior both score highly, but their creativities from experience of living and level of creative atmosphere both score lowly. Their creativities are affected by such factors as gender difference, age, knowledge and experience to a certain extent. Statistically, their creative atmosphere presents positive correlation of significance with their creativities from experience of living and creative behavior. Analyzes their creativities so as to make some suggestions about how to develop their creativities involving the matters to be done and the way to go ahead.
