摘要
民国时期乡镇财政问题是基层社会的核心问题之一,面临着法理地位不明确、收入不稳定、体制不健全等诸多制度性矛盾,影响了基层政权的建设,也使得政府与农民关系走向恶化,这是理解民国社会变迁的重要视角。
In The Republic of China time township finance question is one of core question in basic unit society, if problem was： illegal status, the income unstably, the system not perfect and so on many institutional is contradictory, has affected the township power construction, also caused the government and the farmer relates moves towards the worsening. This was an important angle of view to understand the Republic of China society.
