Opening public files resources and Improving the efficiency of resource using files with the archive file is the service level and the trend of development of the cause. Opening public records is needed for a socio-economic progress and democracy of the rule of law, but also caused by their own archives development. This paper presents a few ways to improve on efficiency and service files of the recommendations.
