基于农民理性角度政策性农业保险的调查与分析

A Survey and Analysis of Farmers-oriented and Policy-guided Agricultural Insurance

政策性农业保险的参保主体是农民,选择江西省10县20村200农户进行调研,了解农户对待风险的态度、参保意愿及其需求;分析影响农户购买保险的政府外力作用、收入及结构、耕地数量和质量、年龄和文化程度、务农时间、理赔数额等因素;提出积极拓宽农业保险费补贴的资金来源、选择合理的补贴方式、提高资金运作效率的政策建议。

Policy- guided agricultural insurance takes farmers as its subject. 200 rural households from 20 villages in 10 counties of Jiangxi Province are selected to learn their attitude towards risks, willingness to participate in the insurance and their demands, and to analyze the effect of government, of income, of the amount of cropland and its quality, of age and education, of length of farming time, of claiming amount, etc. Advices on how to tap more capital resources to increase subsidies for agricultural insurance and how to find appropriate subsidy means are proposed to improve the utilization efficiency of the capital .
