社会保障和经济发展存在紧密的联系,从总体上讲,社会保障和经济发展是相互作用、相互促进的。经济发展是基础,它决定着社会保障制度的产生和发展,社会保障又反作用于经济发展,它对经济发展具有双重作用。社会保障制度既能促进经济发展,也能阻碍经济发展。正确认识社会保障与经济发展的关系,对于建立健全社会保障制度和促进我国经济发展具有重大意义。

There are close links between social security system and economic development. As a whole, the social security and economic development interact with each other. Economic development is the basis which decides the generation and development of social security system; while social security system plays a dual role which promotes economic development or hinder it. The correct understanding of the relations of the social security and economic development is of great significance to the establishment of a sound social security system and the development of China ＇s economy.
