针对目前医疗卫生资源配置存在的不足,提出区域卫生规划法制化、存量卫生资源整合、卫生财政投入方式多样化、社会医疗保障制度化、医保卫生管理一体化、管资产与管人相结合、卫生人力资源调整、引导社会办医等卫生资源配置政策的取向。
