摘要
随着建筑招投标市场竞争的不断加大,不少地区出现了"围标、串标"现象。"围标、串标"产生的原因是多方面的,只有从制度建设着手,建立完善有形建筑市场监管的制度体系,规范招投标各方主体和相关人员的行为,才能有效遏制这种违法行为。
with the construction bids market competition unceasingly enlarged; “illegal bidding” is becoming more in many areas and regions. There reasons for illegal bidding are various. Only commencing from the system construction, establishing con- summated intendance system and standardizing tenderees＇ and related personnel＇s behavior, can we effectively contain this kind of illegal activities.
