韩国“新村运动”及其对我国新农村建设的启示

Enlightment of the "New Community Movement" from South Korea and its Inspiration to New Countryside Construction in China

回顾韩国"新村运动",虽然其存在形式主义与弄虚作假、政府干预过度,过于模式化,理论研究滞后等问题,但获得的"注重思想启蒙,政府引导与支持,因地制宜与协调发展,建立配套机制"等经验仍然十分宝贵。为我国社会主义新农村建设提供了有益的启示:提高农民素质,强化政府责任,加强农村基础设施建设,加快社会事业发展,建立相关有效的配套机制。

In 1970s,the ＂New Community Movement＂ in South Korea developed ＂New Community Education＂,strengthened the countryside infrastructure construction,promoted the farmers＇ income-increasing and so on,which gradually eliminated the disparity between city and countryside and realized the coordinated development in South Korea.The development experience was reviewed and in this movement there were some deficiencies,such as ＂formalism with the deception,governmental intervenes excessively,policy too patternzing and fundamental research lags＂.However,its experiences were still precious,including ＂to emphasize initiation thought,the guidance and the support from government,to act as circumstances permit with the coordinated development,and to establish necessary mechanism＂.The beneficial enlightenment for the construction of new socialist countryside in China was proposed：＂to improve the farmer quality,to strengthen government responsibility,to improve the countryside infrastructure construction,to speeds up the social enterprise development and to establishe correlation effective necessary mechanism＂.
