广东农村水利建设绩效评价

Research on the Performance Appraisal of Guangdong Rural Hydraulic Construction

以广东农村水利建设为实证,从大水利建设的视角,在综合考虑农村水利建设的经济绩效、生态绩效以及社会绩效的基础上,构建了广东农村水利建设绩效评价指标体系。利用定量的统计分析主成分分析法,对广东农村水利建设中的灌溉、防洪、发电、供水、治涝和水保6个方面以及总的农村水利建设情况进行绩效评价,评价结果将为广东农村水利建设发展决策提供科学依据。

The Guangdong rural hydraulic construction was used as an example in the paper and the economy performance,social performance and ecologic economy of the rural hydraulic construction was considered in a whole,and then the index system of the performance appraisal of Guangdong rural hydraulic construction was built from the view of big hydraulic construction.The Principal Component Analysis,which is the quantitative analysis,was used to appraise the performance of Guangdong rural hydraulic construction in irrigation,flood-proofing,powering,the control of water-logging and soil/water conservation and so on.According to the results of the performance appraisal,the suggestions on the Guangdong rural hydraulic construction in future were put forward.
