Elites Among the People and Rural Administration——Chinese Rural Communication Mechanism by the 20th Century

在传统乡村,以士绅为主的基层精英阶层在沟通协调国家与社会关系,实施社会教化,维持官民良性互动等方面发挥着主导作用。到20世纪前期,现代传媒对乡村地区几乎不产生直接影响,由于民间精英的城市化和劣质化,国家权力组织也未能有效地渗入基层,从而导致了乡村治理的困局。

In traditional rural areas, the grass-roots elite class consisting mainly of the gentry played a dominant role in coordinating and facilitating the relationship between the State and the society, civilizing the society, and maintaining the benign interaction between officials and ordinary people. By the early 20th century, modem media had hardly any influence on the rural areas. Because of the urbanization and deterioration of those elites among the people and the failure of national power organizations to infiltrate into the grass roots, the rural administration fell into a predicament.
