After analysis of factors which affect constructing plans, it sets up the math module of gray blur integrated evaluation according to the features of evaluating subjects, and forms the index system of integrated evaluation. It also points out the ideas and methods of excellent choice of constructing projects, and shows the objectivity of evaluation by examples.
