Policy Control for the Unification of Fairness and Efficiency in Harmonious Society

公平与效率是人类社会追求的两大价值目标,在构建社会主义和谐社会进程中,追求公平效率有机统一具有更为重要的时代意义。当前在追求公平与效率有机统一过程中,还存在着一些现实的压力和问题,表现为我国在经济快速发展的同时,出现了诸多社会不公等问题,其主要根源是制度政策安排的缺失。要从完善市场经济秩序、健全社会保障体系、提高政治体制制度化水平、增强政府执行政策能力等方面保证公平效率有机统一的有效政策制度需求,以促进和谐社会的构建和人的全面发展。

Fairness and efficiency are two value objectives that man has always pursued. During constructing the socialism harmonious society,it is of practical significance to pursue the unification of efficiency and fairness. Now,there exist some problems and pressures which belong to the problems of social unfairness caused by absence of policies. Therefore, in order to to achieve the unification of fairness and efficiency,government should offer effective policy support in the following aspects： perfecting the order of market economy, establishing and perfecting the social guarantee system,improving the systematized level of political structure, enhancing governments ability to implement polices,and so on,to constructe a harmonious society and human all-around development.
