运用胡锦涛和谐世界理论建立国际石油输入国大国联盟——中国国际能源战略的新思维

In Accordance to the Harmonious World Theory of Hu Jintao Setting Up the Powerful Alliance of International Oil Importing States——New Ideas on International Energy Strategy

胡锦涛的和谐世界理论是指导中国参与国际能源合作的指导思想。根据胡锦涛和谐世界的理念,笔者提出建立国际石油输入国大国联盟,变竞争为合作,变被动应对为主动出击,通过卓有成效的对外能源合作解决中国的能源安全问题。建立国际石油输入国大国联盟可以分两个步骤,首先建立区域能源联盟,在此基础上同美国、欧盟建立石油输入国大国联盟。具体可通过成立超级大型石油股份公司,由不同国家的石油公司共同投资入股,共同开发、分配、购买、运输石油,从而平抑石油价格,保障能源安全。具体制度设计包括:成立能源部,下设对外能源合作司;建立国际石油输入国大国联盟公司化运营模式;建立国际石油区域联盟制度,进而建立国际石油输入国大国联盟制度;建立能源合作的信息公开制度。通过以上制度,中国、美国、印度、日本、欧盟等形成一个巨大的战略利益集团,有利于世界经济长期平稳发展及世界和平。

The harmonious world theory of Hu Jintao is a core idea guiding China to participate world energy cooperation. In accordance to Hu＇s theory, the powerful alliance of international oil importing states should be established. China must turn competition into cooperation in order to deal with the energy security problems. There are two procedures in its course, firstly setting up regional alliance on which the powerful alliance of international oil importing states with America and European Union established. Super large--scaled oil limited company invested by the companies from different countries should be set up to commonly develop, share, purchase and transport for stabilizing oil prices and ensuring energy security. It includes particular institutions： setting up Energy Department, sub--branch office of foreign energy cooperation; setting up company operation modes of the powerful alliance of international oil importing states; setting up the regional alliance systems and international oil importing states alliance systems ; setting up the opening system for energy cooperation information. China, America, India, Japan and European union can be united as one interest group on the powerful unions of international oil importing on the basis of which it is favorable for stable and smooth development of the world economy and world peace.
