外资银行入股中资银行,是在二十多年来中国银行业持续转型的历史背景下开展的。这场巨大的历史变革一直是由中国政府(尤其是中央政府)推动的,由于中国市民社会的不足,中国国有商业银行不能依靠自身建立一套符合市场经济要求的内部管理体制,为此,中国政府引入了境外的战略投资者,以期改善中国金融市场的竞争状况。在这个过程中,加强法律监管成为中国政府的一项无比重要而又十分紧迫的任务。

Under the historical background that the banking of China has made the tramsition continuously for over 20 years.the foreign eapitals bank becomes a shareholder of China-invested Bank. This enormous history has been promoted by Chinese Government （especially the Central Government）. Because Chinese citizen ＇s society is sofi, Chinese .state-owned commercial bank can＇t rely on itself to set up a set of inside management system which accords with the requirement of the market economy. For this reason, Chinese Government has introduced external strategic investors, in the hope of improving the competition state of the Chinese financial market. During this process, strengthening the supervision becomes an incomparably important and very urgent task for Chinese Government.
