摘要
介绍我国森林生态补偿制度的沿革和现有生态效益补偿政策、法规实施现状,指出森林资源生态效益补偿的原则、依据,森林资源生态效益计量的理论基础和方法,森林资源生态效益补偿资金的征收办法和补偿渠道。分析当前森林生态效益补偿机制方面存在的问题,明确完善森林生态效益补偿制度的研究趋势。
Development of forest eco-efficiency indemnity system, existing eco-efficiency indemnity policies, and present state of implementation in China were introduced in this paper. As well as principle and basis, theory and method, and levy method and indemnity channel of fund of the eco-efifciency indemnity of forest resource were pointed out, Problems of forest eco-effi- ciency indemnity system were analyzed, and improvement of research tendency of forest eco-efficiency indemnity system was determined.
