WTO背景下实施战略性自主创新政策的实证分析——以我国高新技术产业为例

Positive Analysis of Implementing Strategic Innovation Policy under WTO——Illustrated by the High and New Technology Industries in China

本文通过对世贸组织规则中的补贴进行分析,以我国高新技术产业为例进行实证分析,提出了我国在世贸组织规则下避开反补贴措施而实施战略性自主创新政策的建议。

In 2004, Canada took three anti-subsidy actions and started the first anti-subsidy against China＇s foreign trade. On March 30th, 2007, U.S. decided to impose anti-subsidy of a rate of 10.9% to 20.4% against China＇s art printing coated paper. The U.S. and Canada＇s action sent a dangerous signal to China, China will suffer more anti-subsidy investigation from other countries. Illustrated by the high and new technology industries in China, the paper shows the possibility to carry out strategic independent innovation policy to avoid anti-subsidy under the analysis of WTO rules and proposes some policies for the implementing of the strategic independent policy.
