Villager Autonomy:A Grass-roots Democratic System in Rural Areas with Chinese Characteristics

村民自治是农村居民根据法律独立自主地管理本村事务的基层群众自治制度,是中国特色社会主义政治制度的重要形式,也是新形势下农村基层治理的一种有效方式。它充分体现了群众自治、直接民主、普遍平等、基层自主等原则和特点。村民自治既是对社会主义自治理论的发展,又是对社会主义自治制度的创新,也是对中国村治传统的突破和超越。

Villager autonomy is a democratic system in which rural residents independently manage their villages according to the law. It is an important form of the socialist political system with Chinese characteristics; and, as an effective way to exercise the grass-roots management in rural areas under the new circumstance, it best reflects such principles and features as autonomy to common people, direct democracy, universal equity, and independence to grass-roots governments. Villager autonomy is not only a development of the socialist theories on autonomy, but also an innovation to the socialist system of autonomy; moreover, it is a historic breakthrough in China＇ s traditional practice of village management.
