公安信访问题探析

Study on the Public Security Petition——Take the Public Security Petition's Persistent Effect Mechanism Construction as the Angle of View

公安信访问题已成为公安工作的重要组成部分。探讨公安信访问题首先要对信访权利进行定性,其应属于宪法中规定的公民基本权利"表达自由权"的具体体现。现今基于民众对实质公正的追求、公安机关本身执法不规范等原因引起信访案件频发,为此应采取强化"一把手"工程建设、引入律师参与公开接访等措施构建公安信访长效机制。同时,文章对公安信访中存在的案件受案范围规定不够明确以及现有信访绩效考核标准不够合理等问题作了有益的探讨。

Public petition to police has become an important component of the work of public security. The nature of petition stipulated in the constitution should belong to the fundamental fights of citizens ＂the right of freedom to express＂ Now based on people＇s real pursuit of justice, the unstandard enforcement of police itself caused frequent cases. So we should strengthen the ＂top leaders＂ project, the introduction of lawyers in the open petition measures to make construction of public security petition long - term mechanism. At the same time the petition of the public security cases are in the lack of clarity and the existing provisions of the petition performance evaluation are not reasonable. This article makes beneficial exploration to these questions.
