从设计、施工、监理队伍素质、建设单位管理等方面分析了产生公路工程质量事故的主要原因,并阐述了相关单位防止公路工程质量事故频发的措施,指出各单位应实行"谁设计、谁施工、谁负责"的利益约束机制,严格施工和管理,加强工程检测和监督,采取切实有效的措施,以遏制公路工程质量事故的发生。

From design, construction, supervising quality and construction management, it analyzes the main reasons which eaused road project quality, and elaborates the measures to prevent relative accidents. It also points out the principle of the person who designs and constructs, who will be in charge of, and the construction and management should also be executed rigidly to strengthen the project check and supervision, take effective measures, so as to avoid the happening of road accidents.
