作为我国经济社会较发达的地区之一,上海应该在终身教育立法方面走在全国前列。科学发展观为终身教育立法提供了取之不尽的思想源泉,终身教育思想的丰富和发展是终身教育立法的理论基础,依法治国的基本方略迫切需要建立更加完善的教育法律法规体系,终身教育体系和学习型社会建设的不断推进,是上海开展终身教育立法的实践基础。

Shanghai is supposed to take the lead in making the educational law of lifelong education, since it is one of the most developed regions in China. The writer argues that the value of scientific development and concept of lifelong education serve as the theoretical basis of the law of lifelong education. The constructions of rule by law, lifelong educational system and learning- typed society practically help with the establishment of the law in Shanghai.
