政府行为外部性是政府制定公共政策,行使公共服务职能以弥补市场缺陷的副产品,它是由政治过程产生,通过改变交易规则或产权控制从而间接改变市场外部性,造成相应的成本和收益转移的现象。在改革发展的新阶段,全面认识政府行为的外部性,对于加快政治体制改革、完善国家的社会经济管理有着十分重要的意义。

The externality of government behaviors is a by-product in the process when the government makes the public policy and exerts the function of public service to make up for the defects of the market. It is produced by political process. Through changing the trade principles or the control of the ownership, it can change the externality of the market indirectly, and causes transference of the corresponding cost and profit.
