我们党在处理国防建设与经济建设关系问题上,经历了三个重要时期的实践,所提出的两头兼顾、协调发展方针是国防建设和经济建设内在规律的科学总结,是科学发展观的体现,是党的创新理论的重要组成部分。它科学地反映了中国国情的特点和新军事变革的需要。努力探索"军民兼容、寓军于民"的协调发展机制是贯彻科学发展观的重要任务。

Our communist party has experienced the practice of three important periods in handling the relationship of national defense and economic constructions. The policy of taking account of two aspects and coordinated development is the scientific summary of internal law in the national defense and economic constructions, the reflection of scientific outlook and the significant part of innovative theory of our Party. It also reflects the characteristics of China＇s conditions and the demands of new military reform. Therefore, exploring the coordinated development mechanism of taking into consideration both the army and people and making soldiers as citizens is the important task of implementing the scientific outlook on development.
